Buying isbn from independent publishing network

Has anyone used this service in uk?  Is there any advantage as against free from CS?  As I see it, the price is a lot cheaper than Neilsen but you are still not listed as the publisher.  For pretty much the same price if buying a block of ten, then you get an unfettered isbn of your own.  So why buy a "second hand " one?  Cheers. I always advise to only obtain ISBNs from the registered agency in your country (or from CS). There have been cases of authors not being able to actually use an ISBN obtained elsewhere because it's registered to another publisher. Money down the drain.
