How to convert a jpg file to a pdf file?

I read the archived discussion of this question, but the questions wasn't answered.

My cover designer sent my cover as a jpg.  Create Space asks for a pdf format.  Is it possible for a lay person to convert the jpg to pdf easily?  Will Create Space convert it for me?

CreateSpace will not convert it for you. For minimal fuss, I recomment Irfanview. They have two versions available, 32-bit and 64-bit. Try 64-bit first; if it doesn't run properly, go for the 32-bit.

Open Office is a software package that you can download for free from the Internet. This program will let you insert an image (such as a jpg file) into a text document then export to PDF.

Yes, but then you're converting a document that contains an image instead of only a JPEG.

Glad to hear that your file conversion issue has been resolved. Nowadays you can find many free solutions on the Internet if you look hard enough.
